National Human Rights Commission Directs Government to Ensure Smooth Petroleum Distribution

Nepal’s National Human Rights Commission has instructed the government to guarantee uninterrupted petroleum supply and take legal action against those creating artificial shortages or hoarding fuel products.

The National Human Rights Commission (NHRC) has urged the Government of Nepal to take immediate measures to ensure the smooth distribution of petroleum products across the country.

In a press statement issued on Friday, Deputy Secretary Shyambabu Kafle said the Commission has directed authorities to take legal action against individuals or businesses involved in creating artificial shortages of fuel. The Commission also asked the government to regulate unnecessary hoarding and ensure the timely supply of essential goods in order to safeguard consumer rights.

The NHRC has recently carried out monitoring and inspections at several agencies responsible for fuel supply and market management, including the Nepal Oil Corporation, the Department of Commerce, Supply and Consumer Protection, the Food Management and Trading Company Limited, as well as gas distribution depots.

According to the Commission, Nepal remains largely dependent on imported petroleum products, but the raw materials required for these imports are currently arriving as usual. The monitoring findings indicate that although some gas companies have experienced minor logistical issues in transportation, there is no major disruption in the overall supply system.

However, the Commission noted that reports circulating in various media outlets suggesting widespread shortages have led many consumers to store more gas than necessary. This behavior, combined with the activities of some traders, has contributed to the creation of artificial scarcity in the market.

The NHRC also expressed concern over news reports claiming that tensions in the Middle East have affected LPG availability in the Kathmandu Valley. Such reports, the Commission said, have triggered anxiety among consumers and encouraged panic buying.

The Commission has therefore urged the government to maintain proper monitoring of petroleum supply and distribution, prevent market manipulation, and ensure that consumers receive essential energy products without disruption.
