Birgunj Mayor Rajeshman Singh has been issued an arrest warrant by the District Court of Parsa in connection with an alleged forgery case involving citizenship documents, sparking major political controversy.

The District Court of Parsa has issued an arrest warrant against Birgunj Metropolitan City Mayor Rajeshman Singh, allowing authorities to detain and investigate him over allegations of document forgery. The order was issued on Tuesday under Schedule 2 of the applicable law, according to court officials.

 

Court Action and Legal Status

Court Registrar Prabhakar Mallik confirmed that the warrant is linked to one of four ongoing cases filed against Singh. The complaint was lodged by local resident Liyaqat Ali, prompting judicial review and subsequent permission for arrest and investigation.

 

The case alleges that Mayor Singh was involved in facilitating the issuance of citizenship documents using false identity details, which the court is now examining as a potential forgery offense.

According to the complaint and investigation details:

  • A citizenship document issued on July 29, 2018 listed Rajeshman Singh as the father of a girl named Rubina Shrestha, a resident of Ward No. 3, Birgunj.
  • The District Administration Office, Parsa, reportedly issued the citizenship on February 20, 2020, based on submitted documents.
  • The mother’s name was not included, while the date of birth was recorded as July 14, 2002.
  • Authorities are questioning whether the identity details were falsely presented to secure citizenship approval.

The case further notes that the individual concerned has since traveled abroad for higher education after obtaining a passport.

Administrative Dispute Over Recommendations

The citizenship process has also raised questions about local administrative approvals:

  • A then-ward member reportedly recommended the application in an acting capacity.
  • The former ward chairperson has denied any knowledge or official record of such a recommendation.
  • The District Administration Office maintains that citizenship was issued following standard procedure.
