Tribhuvan University Makes CCTV Mandatory at All Annual Exam Centers

Tribhuvan University has made CCTV camera installation mandatory at all annual examination centers to strengthen exam monitoring, improve transparency, discourage unfair practices, and enhance accountability across its examination system.

Kathmandu, Nepal: Tribhuvan University (TU) has made CCTV camera installation mandatory at all annual examination centers, introducing another technology-based measure to strengthen monitoring and improve the management of university examinations.

 

The requirement is intended to provide greater oversight of examination activities and support a more transparent and accountable environment at TU examination centers.

CCTV Monitoring to Strengthen Examination Oversight

Under the new requirement, examination centers conducting TU annual examinations will need to have CCTV cameras installed for monitoring purposes. The move is expected to provide examination authorities with an additional mechanism for observing activities taking place during examinations.

 

CCTV-based monitoring can help authorities review examination-related incidents and maintain closer supervision of examination halls. It also adds a technology-based layer to the existing procedures followed by examination officials and invigilators.

 

The decision comes as TU continues to handle examinations across a large network of centers inside and outside the Kathmandu Valley. The university's Office of the Controller of Examinations regularly publishes examination schedules, centre lists and revised centre information for different academic programmes.

The introduction of mandatory CCTV monitoring is also aimed at strengthening examination integrity.

 

Continuous visual monitoring can discourage activities that violate examination rules and can provide supporting evidence when authorities need to investigate incidents reported during an examination.

 

The measure is particularly relevant as examination management and security have faced scrutiny in recent months. In July 2026, a TU MBS question paper was reportedly circulated on WhatsApp just minutes after an examination began, leading to a police investigation and renewed concerns about examination security.

 

While CCTV alone cannot address every examination-security issue, its use can provide another layer of oversight alongside existing examination procedures.

Part of TU's Wider Technology-Based Examination Management

The CCTV requirement also fits into TU's broader plans to strengthen its examination system through information technology and improved administrative infrastructure.

 

TU's Vision 2030 documents identify the need to strengthen examination-related IT infrastructure and digitize the Office of the Controller of Examinations. The university has also outlined plans for a core examination system capable of integrating information from examination offices, campuses, faculties and examination centers.

 

The university has already adopted CCTV infrastructure at some individual campuses. For example, a TU annual report records the installation of CCTV cameras in an examination hall as part of campus infrastructure improvements.

 

The latest requirement would expand the use of CCTV monitoring across annual examination centers rather than leaving such systems limited to individual campuses.
