National Human Rights Commission Orders Further Investigation Into Hami Nepal Chairman Sudhan Gurung and Protest Organizers

The National Human Rights Commission has directed the government to conduct a detailed investigation into Hami Nepal chairman and MP Sudhan Gurung along with other protest organizers following violent incidents and vandalism during the Genji protest demonstrations held on Bhadra 23 and 24.

According to the commission’s latest report, the protest organizers had originally received official permission from the District Administration Office to conduct a peaceful demonstration. However, the situation reportedly escalated into violence, vandalism, and destruction of public property after the protest moved out of control.

 

The commission concluded that the organizers failed to fulfill their responsibilities in maintaining order and preventing infiltration by groups involved in violent activities. The report specifically raised concerns about weak crowd management and inadequate security coordination during the demonstrations.

 

Individuals who now fall under the scope of further investigation include Sudhan Gurung, Purushottam Yadav, Sabal Gautam, Ankit Mall, and Khemraj Saud. The commission stated that these individuals could not effectively stop the protest from turning violent despite their public commitment to a peaceful movement.

Human Rights Commission Raises Serious Concerns

In recommendation point number nine of the report, the commission emphasized that organizers of public demonstrations must take responsibility for maintaining discipline and ensuring that peaceful gatherings are not exploited by disruptive groups.

 

The commission also highlighted that poor organizational management contributed to the damage of government and public property during the unrest. It warned that future protest organizers should be held more accountable for security arrangements and crowd control mechanisms.

 

Officials have recommended a “micro-level investigation” into the incident to determine:

  • Whether there was negligence by organizers
  • How violent groups infiltrated the protest
  • Whether prior intelligence warnings were ignored
  • The extent of responsibility of protest coordinators

Government Under Pressure to Act

The report has increased pressure on government authorities to take action and complete a transparent investigation into the incident. Legal experts believe the findings could set a major precedent regarding accountability for protest organizers in Nepal.

 

The commission stressed that while peaceful protest is a constitutional right, organizers also carry the responsibility to ensure demonstrations remain non-violent and do not threaten public safety.

The incident has sparked nationwide debate regarding the balance between democratic rights and public security. Analysts argue that Nepal has recently seen an increase in politically sensitive protests where crowd management and security preparedness remain weak.
